Within the framework of the next social reform package, allowances and pensions have also been increased

A new decree signed by President Ilham Aliyev ensures an increase in allowances and pensions as part of the latest social reform package implemented since the beginning of this year — the fifth package since 2018 — targeting families of martyrs, persons with disabilities, women with more than five children, low-income families, and other beneficiary groups.

 

According to the new decree, effective from July 1, 2025:

  • The monthly presidential pension for families of martyrs, the families of January 20 victims, and the families of soldiers killed in Afghanistan will be raised to 700 AZN;

  • Presidential monthly pensions for persons with disabilities related to war, January 20 events, military service, and Chernobyl nuclear service will be increased as follows:

    • I degree (81-100% loss of bodily functions): 600 AZN,

    • II degree (61-80% loss): 500 AZN,

    • III degree (31-60% loss): 400 AZN;

  • The monthly presidential pension for Heroes of the Patriotic War will be increased to 2,200 AZN;

  • The monthly presidential pension for National Heroes of Azerbaijan will be increased to 2,000 AZN;

  • The individual presidential pension will be increased to 1,700 AZN;

  • One-time childbirth allowance will be increased to 600 AZN;

  • One-time funeral allowance will be increased to 600 AZN;

  • Monthly allowances for children with disabilities placed in foster families will be increased to:

    • 500 AZN for children aged 0-6,

    • 600 AZN for children aged 7-13,

    • 650 AZN for children aged 14-18;

  • Monthly allowances for persons with disabilities will be increased as follows:

    • I degree (81-100% loss): 300 AZN,

    • II degree (61-80% loss): 250 AZN,

    • III degree (31-60% loss): 180 AZN;

  • Presidential monthly pensions for persons blind due to general causes with I degree disability (81-100% loss) will be increased to 350 AZN;

  • Presidential monthly pensions for persons with disabilities (excluding those blind) with I degree disability due to general causes will be increased to 250 AZN;

  • Monthly allowances for each adopted child will be increased to 240 AZN;

  • Monthly allowances for each family member due to loss of family head will be increased to 140 AZN;

  • Monthly allowances for each child under one year old in low-income families (receiving targeted assistance) will be increased to 140 AZN;

  • Monthly allowances for women with more than five children will be increased to 140 AZN per child;

  • Monthly allowances for children of conscripted military personnel will be increased to 140 AZN per child;

  • Monthly allowances for guardians of orphaned or parentally deprived children will be increased to 140 AZN;

  • Presidential monthly pensions for caregivers of children with I degree disability (81-100% loss) and disabled children will be increased to 120 AZN;

  • Monthly pensions for honorary titles will be increased as follows:

    • “People’s” honorary title — 300 AZN,

    • “Honored” honorary title — 200 AZN.

It should be noted that, under the new social reform package enacted by President Ilham Aliyev’s decree dated December 23, 2024, since the beginning of this year, the country’s minimum monthly wage has been raised to 400 AZN, and the minimum pension increased to 320 AZN as of February 1. Additionally, all types of pensions were indexed by 8.1% from the start of the year.

 

Overall, this latest social reform package covers 3 million people and allocates an additional 1.4 billion AZN annually to increase wages, pensions, allowances, and benefits for the targeted groups.
