No, disability labor pensions are calculated according to the same rules and conditions, regardless of the percentage of impairment of bodily functions.

The following documents are required for the issuance of a permit for the registration of a passenger car:
1. Application;
2. Identity document (for foreigners and stateless persons, a copy of the permit granting the right of permanent residence in the territory of the Republic of Azerbaijan);
3. A copy of the notarized death certificate of the beneficiary who purchased the passenger car;
4. A notarized copy of the registration certificate of the passenger car;
5. A written application of the heir who will transfer the passenger car to his ownership and a notarized copy of his identity card;
6. A list of the names of the heirs of the deceased person (in the form of a certified certificate), written applications and notarized copies of their identity cards."

List of documents related to granting the right to drive a car to a family member living in the same residential area as the beneficiary:
1. Notarized copy of the ID card of the disabled person who received a free car;
2. Notarized copy of the vehicle registration certificate;
3. Notarized copy of the ID card of the person who is granted the right to drive;
4. Notarized copy of the driver's license of the person who is granted the right to drive;
5. Certificate of residence of both persons;
6. Application of the beneficiary who received a free car.

According to Presidential Decrees of the Republic of Azerbaijan No. 569 of June 20, 2014, and No. 2449 of January 25, 2021, it is envisaged that, until January 1, 2023, persons with disabilities determined in connection with the defense of the territorial integrity, independence, and constitutional order of the Republic of Azerbaijan, as well as families of martyrs who were registered with local executive authorities as being in need of housing, and, regardless of the date of registration, persons with disabilities determined in connection with the liquidation of the Chernobyl NPP accident (including the performance of military service duties), as well as persons with disabilities determined in connection with the defense of the territorial integrity, independence, and constitutional order of the Republic of Azerbaijan during military operations carried out in 2020–2023 and families of martyrs who were registered with local executive authorities as being in need of housing, shall be provided with apartments by the Ministry in stages and in accordance with the order of priority.

In addition, pursuant to Resolution No. 492s of the Cabinet of Ministers of the Republic of Azerbaijan dated August 16, 2021, housing is provided for persons with visual impairments who were registered in Baku and Sumgayit cities, as well as Absheron district, prior to August 16, 2021, as well as for graduates of social service institutions for children and educational institutions who are orphans and deprived of parental care.

Since registration of citizens as being in need of improved social and living conditions falls within the authority of local executive bodies at the place of residence under Article 51.3 of the Housing Code of the Republic of Azerbaijan, applications must be submitted to the relevant district (city) executive authority.

The following documents are required for admission to the Institution from graduates on the list provided by the Ministry of Science and Education of the Republic of Azerbaijan:

1. Copy of identity document;
2. Certificate issued by a state children's institution (information on leaving a state children's institution and losing parents or being deprived of parental care, lack of living space);
3. Medical certificate of health (indicating whether the person is a carrier of infectious diseases and information on mental health status);
4. Certificate of the district where the person is registered;
5. Certificate of real estate;
6. Certificate from the municipality on being a landowner,

Regarding the mentioned difficulties, persons provided with housing at the "Gallery House" Social Service Institution can apply to the institution's management, and privileged persons provided with housing in other places can apply to the relevant district Executive Authorities.

According to the Order No. 492s of the Cabinet of Ministers of the Republic of Azerbaijan dated August 16, 2021, it is envisaged to provide graduates of social service institutions and educational institutions deprived of parental care, registered before the date of entry into force of this Order, with apartments or private houses on a rotating basis. A citizen must apply to the district (city) executive authorities in order to be registered as a person in need of housing.
