The transition to the “E-Bulletin” system has enabled improvements in quality and efficiency in the provision of labour and social protection services
Since May 1 of this year, the electronic issuance of sick leave certificates in our country has drawn significant attention due to its importance.
As a result of the collaboration between the Ministry of Health and the Ministry of Labour and Social Protection of Population, the benefits of issuing sick leave certificates in electronic document format include:
-
The e-system prevents the retroactive issuance of sick leave certificates, eliminating any risk of subjectivity or forgery in their issuance;
-
When calculating temporary disability payments, there is no need to scan and upload sick leave certificates to the system, as this information is automatically reflected in the “Labour and Employment” subsystem (LEMS), reducing the use of paper documents and saving time;
-
Employers receive timely information via LEMS regarding the issuance of sick leave certificates to their employees, including the dates and medical institutions involved;
-
Termination of an employee’s labour contract is automatically restricted until the sick leave certificate is closed;
-
The electronic sick leave certificate is sent digitally to the State Social Protection Fund for the assignment of temporary disability, maternity, and childbirth benefits, facilitating a faster benefit approval process;
-
When a sick leave certificate is issued due to an occupational accident, the State Labour Inspection Service receives immediate notification, accelerating the investigation process;
-
In the next stage, referrals for disability assessment will automatically reflect sick leave data in the e-system rather than relying on manual entry;
-
Employers can easily access e-bulletins via LEMS, while healthcare workers can conveniently obtain them through the “e-Health” portal and mobile application.
