A press conference on last year’s results and this year’s t
argets was held at the DOST Digital Innovations Center.
Last year, a total of 27 million applications were submitted to the electronic services of the Ministry of Labour and Social Protection of the Population. During the same period, the “e-sosial” portal was used 17 million times, while the number of active registered users on the portal exceeded 2.7 million.
This was reported by Kenan Akbarov, Director of the DOST Digital Innovations Center operating under the Ministry, during a press conference held at the Center and dedicated to the work carried out in 2025 and the targets set for 2026.
He noted that, during the reporting period, 258,000 social entitlements were processed proactively via the e-infrastructure, and 711,000 electronic certificates were issued across the Ministry’s areas of activity. Over the course of 2025, the DOST Digital Innovations Center worked on a total of 94 projects and electronic services. Of these, 69 involved the enhancement of existing projects, while 25 concerned the development of new ones.
It was stated that the “e-sosial” portal and mobile application were upgraded, enabling users to track the status of their applications via the portal and to use the salary calculator. In addition, an AI-based assistant bot, “iDOST,” was made available on the portal, providing functions for answering queries and directing users to direct service links.
The “Sənə özəl” (“Tailored for You”) menu currently available on the portal and in the mobile application ensures full accessibility of rehabilitation-related information for persons with disabilities. At the same time, the digital barcode and QR code system within the application enables pensioners, as well as individuals receiving allowances and stipends, to benefit from real discounts at partner supermarkets, pharmacies, and clinics.
During the reporting year, the “Call Center 142,” “Central Career Portal,” “Occupations Atlas,” “Social Services Map,” “Hello, Career,” “At-home (mobile) social household service,” “Sanatorium and resort system,” “Social work management system,” the “Foster family and adoption” module, the “Unified record-keeping system for social service institutions,” as well as dozens of new modules and electronic services in the areas of employment and pension systems, were launched.
Touching upon the Center’s targets for the current year, Kenan Akbarov stated that the primary priority in improving services would be the implementation of AI-based solutions. According to him, the testing phase of such solutions for disability benefit determinations has already begun.
