In accordance with paragraph 4.1 of Decision No. 368 of the Cabinet of Ministers of the Republic of Azerbaijan dated 30 July 2024, a child who has reached the age of 18 may apply for the relevant allowance.

It is appointed by the State Social Protection Fund under the Ministry of Labor and Social Protection of Population of the Republic of Azerbaijan.

According to the Presidential Decree of the Republic of Azerbaijan No. 878 dated 4 July 2005 “On the Granting of Monthly Scholarships for Honorary Titles,” scholarships for individuals awarded honorary titles are paid by the Ministry of Labor and Social Protection of Population of the Republic of Azerbaijan from the funds allocated for this purpose in the state budget. As of 1 January 2021, regardless of the institution where the citizen is employed, the scholarship is paid by the Ministry of Labor and Social Protection of Population of the Republic of Azerbaijan from the funds allocated for this purpose in the state budget.

Citizens can submit applications online through the Ministry’s official website, by written direct application, by visiting the reception offices of the Ministry or the Fund, by calling the DOST Call Center at 142, or by applying to the structural units of the State Social Protection Fund or "DOST" centers according to their place of residence. Applications can also be submitted by representatives authorized by a power of attorney for this purpose on their behalf.

According to the amendment to the Law of the Republic of Azerbaijan "On Labor Pensions," Article 19—which regulated supplements to the insurance portion—has been repealed. The Presidential scholarship for war veterans of the Republic of Azerbaijan has been assigned proactively since January 1, 2022, without the need to apply to any state institution or submit any documents.

To children under the age of 18 (or to those studying in vocational, secondary specialized, or higher education institutions until they graduate from these institutions and the master’s level of a scientific organization, but not beyond the age of 23), as well as to children with disabilities determined before the age of 18 who are over 18, and to siblings being raised in orphanages;

3. To grandparents, provided there are no other first-degree relatives.

7. Certificate from the relevant institution if the Hero had siblings raised in orphanages who are under the age of 18 (or studying until completion of education but not beyond the age of 23), or children with disabilities determined before the age of 18 who are over 18;

8. If the application is submitted through a representative, the representative’s identity card and a document confirming their authority (power of attorney or a document certifying guardianship).

The Presidential scholarship of the Republic of Azerbaijan is transferred, at their request, either to the personal accounts opened in Azerbaijani banks or, at their own expense, to the countries of residence of the family members living outside the Republic of Azerbaijan of martyrs, including those awarded the title of “Hero of the Patriotic War” or “National Hero of Azerbaijan” posthumously, as well as servicemen who perished, went missing, or were declared dead by a court while fulfilling their international duty as part of the Soviet troops in Afghanistan.

From January 1, 2021, a presidential pension has been established for individuals who have worked for at least 25 years at scientific institutions and organizations or educational institutions as their main workplace, who are not currently employed, and who are entitled to a labor pension, based on their Doctor of Philosophy (PhD) academic degree. The amount is 300 manats.

No, he cannot receive it. A person who is eligible to receive two types of scholarships with the same purpose will only be assigned one type of scholarship.

From July 1, 2025, the monthly amount of the Presidential pension for people with visual impairment due to 81-100 percent impairment of body functions due to common causes will be 350 manats.

As of January 1, 2021, the supplement of 110 manat to the insurance part of the labor pension of persons who have been diagnosed with visual impairment due to 81-100 percent impairment of body functions due to general reasons has been canceled. Pension payment is suspended in the following cases:
1. A person who has been determined to be disabled due to 81-100 percent impairment of the body's functions or a child with a disability, as well as when a person dies or changes his place of residence;
2. A person is recognized as incapable by a court decision that has entered into legal force;
3. "When the percentage rate of a person who has been determined to be disabled due to 81-100 percent impairment of the body's functions is changed or canceled, when the disability period of a child with a disability expires or is canceled;
4. A person who has been determined to be disabled due to 81-100 percent impairment of the body's functions (except for persons who have been determined to be disabled due to 81-100 percent impairment of the body's functions that are not capable of functioning) or a child with a disability under the age of 14-18 (the guardianship and trusteeship body in relation to children under the age of 14) applies that the person receiving the pension is not taking care of them.

According to Article 35.4 of the Civil Code of the Republic of Azerbaijan, guardians and custodians of individuals who require guardianship or custodianship and are placed in relevant educational, medical, social protection, or other similar institutions, or who reside in such institutions, are these institutions themselves. The presidential pension is not paid for caregiving to individuals placed in the mentioned institutions who are fully state-supported and have a disability determined by 81-100% impairment of bodily functions, or to disabled children.

In relation to family members of the person with a disability:

1. Identity card (or, for foreigners and stateless persons, a residence permit granting the right to permanent residence in the territory of the Republic of Azerbaijan);

2. A written statement from the person with a disability (excluding individuals deemed legally incapable due to 81–100% impairment of bodily functions) confirming that the applicant is indeed providing care for them, along with documents verifying the family relationship;

3. If the aforementioned statement is not submitted by the person with a disability to the local office of the State Social Protection Fund under the Ministry, the “DOST” centers, or the Unified Coordination Centers for the Applications of Martyrs’ Family Members, Military Personnel Injured in Connection with War, and Persons with Disabilities — the statement must be notarized by an authorized notary;

4. If the application is submitted through a representative: the representative’s identity card and a document confirming their authority (power of attorney or legal document confirming guardianship or custodianship).

In relation to non-family members providing care:

1. Identity card (or, for foreigners and stateless persons, a residence permit granting the right to permanent residence in the territory of the Republic of Azerbaijan);

A decision by the guardianship and custodianship authority on the appointment of a caregiver (patronage), in accordance with Article 39 of the Civil Code of the Republic of Azerbaijan, and a written statement from the person with a disability (excluding those deemed legally incapable due to 81–100% impairment of bodily functions) confirming the caregiver relationship;

3. If the statement is not submitted by the person with a disability to the relevant local authority of the State Social Protection Fund, the DOST centers, or Unified Coordination Centers — the statement must be certified by a notary;

In relation to caregivers of persons deemed legally incapable by a court decision:

3. Death certificate of the January 20 martyr;

4. Documents confirming family relationship entitling the applicant to receive the martyr’s pension (for children of the martyr and siblings raised in orphanages – their birth certificates; for parents – the martyr’s birth certificate; and, if applicable, the death certificates of deceased family members of the martyr);

5. Marriage certificate of the martyr’s widow or widower;

6. For children of the martyr under 23 years of age enrolled in vocational, secondary specialized, or higher educational institutions – a certificate from the relevant educational institution;

7. If the martyr had siblings under 18 (or under 23 if studying), or over 18 with disabilities determined before age 18, who were raised in orphanages – a certificate from the relevant institution confirming this status;

8. If the application is submitted through a representative: the representative’s identity card and a document confirming their authority (power of attorney or a document confirming guardianship or custodianship).

A disability pension of the President of the Republic of Azerbaijan is assigned proactively, without the need to apply to or submit documents to any state institution, to persons whose disability has been determined due to 81–100% loss of bodily functions (including those who are blind).
