1. State bodies;
2. Central or local elected bodies (except for positions not filled through elections);
3. Scientific and educational institutions (except for positions not filled through competition related to scientific and scientific-pedagogical activities);
4. Institutions with an average annual number of employees of less than 25 people;
5. Structural units of military agencies, law enforcement, state security, foreign intelligence and prosecutor's offices, penitentiary institutions and pre-trial detention centers financed from the state budget.

The number of social jobs per employer shall not exceed 20 percent of the total number of employees of that employer, but not more than 30 social jobs per employer.

Under the Law of the Republic of Azerbaijan “On Unemployment Insurance,” when a state body or legal entity is liquidated, the activities of an employer who is a natural person are terminated, the number of employees or civil servants or staff positions is reduced, the ownership of an enterprise changes, a court decision that has entered into legal force orders the reinstatement of an employee in their former position, or an employee who previously worked at the same enterprise or at a workplace established by an employer who is a natural person exercises their right to return to their job after being discharged from compulsory active military service into the reserve, the insurance benefit is calculated—regardless of insurance record—at 50 percent of their lost average monthly wage.

In cases where the employment contract expires, or where the employment contract is terminated pursuant to Article 68.2(b) or Article 73.1 or 73.2 of the Labour Code of the Republic of Azerbaijan, the benefit is calculated in the amount of the minimum insurance payment.

On the day a person applies with an application provided for in Article 5.2 of the Law of the Republic of Azerbaijan "On Employment" (Persons are registered as job seekers or unemployed after filling out an electronic application in the electronic information system), the body (institution) determined by the relevant executive authority shall, unless circumstances exist that exclude registration of that person as unemployed, make a decision to register that person as unemployed, otherwise as job seekers (except for the cases provided for in Article 5.8 of this Law) and make a relevant entry in the person's individual employment record.

When a state body or a legal entity is liquidated, the activity of an employer who is a natural person is terminated, the number of employees or civil servants or staff positions is reduced, the ownership of an enterprise changes, a court decision that has entered into legal force orders the reinstatement of an employee to their former job (position), or an employee who previously worked at the same enterprise or at a workplace established by an employer who is a natural person exercises their right to return to their job (position) after being discharged from compulsory active military service into the reserve, the benefit is granted for a period of 6 months upon the initial application and for 3 months upon a repeated application.

In cases where an employee is dismissed due to the expiration of the employment contract, the benefit is granted for a period of 3 months, and such persons are not eligible for a repeated insurance payment.

Payment for the labor of unemployed and job seekers involved in paid public works is carried out in accordance with the Labor Code of the Republic of Azerbaijan.

1. Liquidation of a state body or legal entity, termination of the activities of an employer who is a natural person, or reduction in the number of employees or staff positions (Articles 70(a) and (b) of the Labour Code of the Republic of Azerbaijan; Articles 33.1.2 and 33.1.3 of the Law of the Republic of Azerbaijan “On Public Service”);

2. Expiration of the term of the employment contract (Article 68.2(b) and Article 73(1) or (2) of the Labour Code of the Republic of Azerbaijan);

3. Change in the ownership of the enterprise (Article 68.2(ç) of the Labour Code of the Republic of Azerbaijan);

4. Existence of a court judgment (decision) that has entered into legal force ordering the reinstatement of an employee previously working in the relevant position (Article 74(1)(b) of the Labour Code of the Republic of Azerbaijan);

5. Where an employee who previously worked at the same enterprise or at a workplace established by an employer who is a natural person exercises their right to return to their job (position) after being discharged from compulsory active military service into the reserve, and the employment relationship has been terminated pursuant to Article 74(1)(ə) of the Labour Code of the Republic of Azerbaijan, and the person has been registered as unemployed in the “Labour and Employment” subsystem, such persons may receive unemployment insurance benefits.

Every employer, with the exception of state and municipal legal entities, who has been operating in the last 1 (one) year, as well as who has vacancies or creates new vacancies in priority economic sectors and professions (specialties) determined by the Agency based on a labor market analysis, may apply for financing of part of the salary for social jobs.

If, during the periodic monitoring of the activities of a person involved in self-employment, the person involved in self-employment intentionally damages the property provided to him during the contract period or does not use the property for its intended purpose, alienates it, or gives it to another person for use, he must transfer the compensation for the damage caused to the account of the State Employment Agency under the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan in accordance with the Civil Code of the Republic of Azerbaijan.

1. persons with disabilities,
2. members of the families of martyrs,
3. young people under the age of 20,
4. parents raising 1 or more children alone, parents raising 5 or more children, as well as children with disabilities,
5. persons who are less than two years away from retirement age,
6. persons released from prison,
7. internally displaced persons.

According to Article 146 of the Labor Code of the Republic of Azerbaijan, a coefficient of 1.2 is applied to the insurance payment for persons specified in Article 13.2.2 of the Law "On Unemployment Insurance" who are placed on group leave due to the suspension of work.

Yes, if necessary, this period may be extended by mutual agreement between the enterprise and the local agency or center.

If dismissed pursuant to Article 68(2)(b) and Article 73(1) or (2) of the Labour Code of the Republic of Azerbaijan (upon expiration of the term of the employment contract), able-bodied persons who have at least 24 months of insurance record under fixed-term employment contracts during the 36 consecutive calendar months preceding the commencement of unemployment; as well as able-bodied persons with at least one year of insurance record who are dismissed on the grounds set out in Article 70(a) and (b) of the Labour Code of the Republic of Azerbaijan (liquidation of a state body or legal entity, termination of the activities of an employer who is a natural person), Articles 33.1.2 and 33.1.3 of the Law of the Republic of Azerbaijan “On Public Service” (liquidation of a state body and reduction in the number or staff of civil servants), Article 68(2)(ç) (change in the ownership of the enterprise with respect to the employees specified in the second part of Article 63 of the Labour Code of the Republic of Azerbaijan), Article 74(1)(b) (where a court judgment that has entered into legal force orders the reinstatement of an employee previously working in the relevant position), and Article 74(1)(ə) (where an employee who previously worked at the same enterprise or at a workplace established by an employer who is a natural person exercises the right to return to their job after being discharged from compulsory active military service into the reserve).

In enterprises with 25 to 50 employees, 3 percent of the average annual number of employees (not less than one workplace); in this case, one of those workplaces is intended for persons with disabilities.

Expenses incurred by a person (excluding taxi costs) in connection with sending him/her to vocational courses from one city and (or) district (excluding urban districts) administrative territorial unit to another shall be compensated.

The person's application is reviewed within 10 days, a decision is made to assign or refuse to assign insurance payment, and the person who applied is informed about this.

The organisation of self-employment is carried out through the following stages:

1. Providing advice and information regarding the organisation of self-employment;

2. Conducting an initial assessment to determine whether a person’s experience, profession (specialisation), employment history, material well-being, and overall circumstances make them suitable for inclusion in self-employment;

3. Assisting in the selection and organisation of a self-employment pathway across economic sectors based on labour market analysis;

4. Supporting the preparation of a business plan for the organisation of self-employment, including the delivery of training programmes and evaluation of their outcomes;

5. Supplying unemployed and job-seeking individuals, under a contractual arrangement, with materials, equipment and other assets in kind (hereinafter referred to as “assets”) for a period of one year in order to establish the chosen self-employment activity;

6. Conducting periodic monitoring of the activities of individuals engaged in self-employment over a one-year period.

The unemployed, as well as job seekers who own a plot of land suitable for agriculture and have no other employment, are recruited.

1. Information on the current state of the labor market and the most demanded professions and specialties in the labor market;
2. Information on the opportunities for employment in the current profession and specialty or for involvement in vocational training;
3. Assistance in choosing a workplace and profession based on the needs of the labor market, taking into account the socio-psychological characteristics of the person, profession, knowledge, skills and competencies, and health status.

A person who applies to the local branches of the State Employment Agency or "DOST" Centers under the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan for suitable work and, in cases provided for in the Law of the Republic of Azerbaijan "On Employment", is a person who is registered as a job seeker and applies for active employment measures.

If the employee's employment contract is terminated at the initiative of the employer during the contract period (except for the probationary period if a probationary period is established), with the exception of paragraphs "a" and "ç" of Article 70 of the Labor Code of the Republic of Azerbaijan, a new posting to that workplace is not formalized.

Employers shall submit information on salary within 5 (five) working days from the date of creation of a new job or vacancy and enter this information into the "Vacancy Bank" formed in the Ministry of Labor and Social Security using the "Electronic Government" or "e-social" internet portals of the Ministry.

1. improvement of city, district territory, streets, parks and squares;
2. construction and repair works in residential areas, hospitals, schools, preschool educational institutions, dormitories and boarding houses, social service institutions for the elderly and persons with disabilities, as well as other objects of the social sphere; 
3. repair and construction of roads and bridges, heating and boiler systems;
4. works related to providing assistance to agricultural enterprises;
5. works to eliminate the consequences of natural disasters;
6. care for the elderly and persons with disabilities; 
7. other socially significant works.

Where a state body or legal entity is liquidated, the activity of an employer who is a natural person is terminated, the number of employees or civil servants is reduced, the ownership of an enterprise changes, a court decision that has entered into legal force orders the reinstatement of an employee to their former position, or an employee who previously worked at that enterprise or at a workplace established by an employer who is a natural person returns to their post after being discharged into the reserve from fixed-term compulsory military service, at least one year of total insurance record is required; whereas, in cases of dismissal due to the expiry of an employment contract, at least twenty-four months of insurance record under a fixed-term employment contract during the thirty-six consecutive calendar months preceding the date of the insured event is required.

The scholarship payment to a person involved in vocational training is paid no later than the 5th of the following month after the start of the educational process, in the amount of 50% of the minimum monthly wage during the period of study.

A contract is signed between the person involved in self-employment and the relevant local agencies of the Agency or DOST centers for a period of 1 (one) year. All information about the property, including information on the type, value, quality and quantity, origin, technical specifications of the equipment, as well as photo and video images of the property, and handover acts are attached to the contract. The property specified in the contract is transferred to the person involved in self-employment on the basis of a handover act no later than 10 (ten) business days after the contract is signed.

If it is discovered that a self-employed person has not used the property provided to him under the contract in accordance with Article 24.1.4 of the Law "On Employment" without good reason for 6 (six) months, the self-employed person must return that property to the Agency or transfer its value to the Agency's account in accordance with the market price determined at the time the property was returned.

No, paid public works are an exception, according to Article 13.2.3 of the Law "On Unemployment Insurance".

It is an active employment measure that envisages the financing of job creation by the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan from unemployment insurance funds in accordance with the procedure established by the Law of the Republic of Azerbaijan "On Employment" in order to ensure the employment of persons who have special needs for social protection and have difficulty finding work.

Job seekers and unemployed individuals can apply for vocational training by approaching local branches of the State Employment Agency or "DOST" centers.

According to Article 5.15 of the Law on Employment, the information specified in the decisions on registration of a person as unemployed or job seeker, temporary deregistration, cancellation of registration, in the individual employment program and in the individual employment sheet can be submitted (obtained) through the Electronic Government Information System. Submission of the information specified in these documents through the Electronic Government Information System is considered equivalent to the submission of these documents
