1. State bodies;
2. Central or local elected bodies (except for positions not filled through elections);
3. Scientific and educational institutions (except for positions not filled through competition related to scientific and scientific-pedagogical activities);
4. Institutions with an average annual number of employees of less than 25 people;
5. Structural units of military agencies, law enforcement, state security, foreign intelligence and prosecutor's offices, penitentiary institutions and pre-trial detention centers financed from the state budget.

What is the established limit on the number of social jobs in an institution?

The number of social jobs per employer shall not exceed 20 percent of the total number of employees of that employer, but not more than 30 social jobs per employer.

What interest rates are applied to the average monthly salary of a person who is assigned a basic insurance payment?

  1. Where an employee who previously worked at the same enterprise or at a workplace established by an employer who is a natural person exercises their right to return to their job (position) after being discharged from compulsory active military service into the reserve, and the employment relationship has been terminated pursuant to Article 74(1)(ə) of the Labour Code of the Republic of Azerbaijan, and the person has been registered as unemployed in the “Labour and Employment” subsystem, such persons may receive unemployment insurance benefits.

What are the conditions for employers who want to participate in the program of financing part of the salaries of employees in social workplaces?

Every employer, with the exception of state and municipal legal entities, who has been operating in the last 1 (one) year, as well as who has vacancies or creates new vacancies in priority economic sectors and professions (specialties) determined by the Agency based on a labor market analysis, may apply for financing of part of the salary for social jobs.

What can happen if a self-employed person intentionally damages the property provided to him during the contract period, or if he does not use the property for its intended purpose, alienates it, or gives it to another person for use?

  4. Supporting the preparation of a business plan for the organisation of self-employment, including the delivery of training programmes and evaluation of their outcomes;

  5. Supplying unemployed and job-seeking individuals, under a contractual arrangement, with materials, equipment and other assets in kind (hereinafter referred to as “assets”) for a period of one year in order to establish the chosen self-employment activity;

  6. Conducting periodic monitoring of the activities of individuals engaged in self-employment over a one-year period.

The unemployed, as well as job seekers who own a plot of land suitable for agriculture and have no other employment, are recruited.

1. Information on the current state of the labor market and the most demanded professions and specialties in the labor market;

Who is the job seeker?

A person who applies to the local branches of the State Employment Agency or "DOST" Centers under the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan for suitable work and, in cases provided for in the Law of the Republic of Azerbaijan "On Employment", is a person who is registered as a job seeker and applies for active employment measures.

In what cases is an employer excluded from the payroll financing program?

Where a state body or legal entity is liquidated, the activity of an employer who is a natural person is terminated, the number of employees or civil servants is reduced, the ownership of an enterprise changes, a court decision that has entered into legal force orders the reinstatement of an employee to their former position, or an employee who previously worked at that enterprise or at a workplace established by an employer who is a natural person returns to their post after being discharged into the reserve from fixed-term compulsory military service, at least one year of total insurance record is required; whereas, in cases of dismissal due to the expiry of an employment contract, at least twenty-four months of insurance record under a fixed-term employment contract during the thirty-six consecutive calendar months preceding the date of the insured event is required.

How is the amount of the scholarship provided to an unemployed person involved in vocational training determined and paid?

The scholarship payment to a person involved in vocational training is paid no later than the 5th of the following month after the start of the educational process, in the amount of 50% of the minimum monthly wage during the period of study.

How is the process of providing assets to a person involved in the self-employment program carried out?

A contract is signed between the person involved in self-employment and the relevant local agencies of the Agency or DOST centers for a period of 1 (one) year. All information about the property, including information on the type, value, quality and quantity, origin, technical specifications of the equipment, as well as photo and video images of the property, and handover acts are attached to the contract. The property specified in the contract is transferred to the person involved in self-employment on the basis of a handover act no later than 10 (ten) business days after the contract is signed.

In what cases is a person's registration as a job seeker canceled?

When the person is provided with suitable employment through a referral from the local bodies of the State Employment Agency under the Ministry of Labour and Social Protection of the Republic of Azerbaijan or through DOST Centres;

  1. Upon the person’s death, or if the person is declared missing or dead by a court decision that has entered into legal force;

  2. Where distorted or inaccurate information is identified in the submitted documents or data;

  3. When an electronic application requesting removal from the job-seeker register is submitted;

  4. Where a job seeker involved in active labour-market measures under the Law of the Republic of Azerbaijan “On Employment” refuses to have an individual employment programme prepared or fails to approve it;

  5. Where a job seeker participating in active labour-market measures under the Law of the Republic of Azerbaijan “On Employment” fails to implement the individual employment programme or does not submit a monthly implementation report by the last working day of the relevant month.

Is the equipment provided under the self-employment program refundable if not used without a valid reason?

If it is discovered that a self-employed person has not used the property provided to him under the contract in accordance with Article 24.1.4 of the Law "On Employment" without good reason for 6 (six) months, the self-employed person must return that property to the Agency or transfer its value to the Agency's account in accordance with the market price determined at the time the property was returned.

If a person working in paid public works is terminated due to the expiration of the contract term, is he or she granted unemployment insurance benefits?

No, paid public works are an exception, according to Article 13.2.3 of the Law "On Unemployment Insurance".

What is meant by targeted programs?

It is an active employment measure that envisages the financing of job creation by the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan from unemployment insurance funds in accordance with the procedure established by the Law of the Republic of Azerbaijan "On Employment" in order to ensure the employment of persons who have special needs for social protection and have difficulty finding work.
