  1. After the information on issuing a referral (Form 88) for medical-social expert examination for the purpose of disability assessment is entered into the “Register of Referrals for Medical-Social Expert Examination,” it is transferred to the “Disability” subsystem of the centralized electronic information system of the Ministry of Labor and Social Protection of the Population;

  2. Once the referral (Form 88) is received by the Disability subsystem, it is anonymized and sent to the Medical-Social Expert Commission (MSEC);

  3. To ensure the objectivity of the decision on disability assessment, referrals (Form 88) are sent, by selection, to several MSECs, but not exceeding 5 (five) MSECs;

  4. After the referral (Form 88) is received by the Disability subsystem, all information that may directly or indirectly identify the medical-consultative commission that issued the referral (Form 88), the officials who approved the referral (Form 88), and the person to be assessed for disability is encrypted and anonymized;

  5. The anonymized referral (Form 88) is immediately sent to the MSEC via the Disability subsystem for the purpose of disability assessment;

  6. The MSEC, within no more than 10 (ten) working days (or 15 (fifteen) working days if additional investigation is required), assesses the disability of the citizen based on the information provided in the referral (Form 88), and makes a decision either on establishing the disability or on refusal with reasons;

  7. The decision regarding disability is sent to the individual via SMS notification to their mobile phone.
